Well Permitting - Online Well Permit Management Account (OWPMA), Replaces Epay on October 4th, 2010
For the convenience of the water well contractor community, on October 4, 2010, the District will establish a program allowing water well contractors to sign up for an on-line account which will allow the well contractor to make electronic payment for basic permit applications, monitor status of permit applications, enter notification dates for construction/repair/abandonment of a well, enter grout notification dates, and apply for a permit extension. Contractors wanting to participate in this program must fill out and return the form below so that the District can establish an online user account for the applicant. Well contractors with existing e-pay accounts will automatically be given access to all account options as of October 4, 2010.

An internet email account must be maintained by the contractor in order to participate in this program and any changes in email address must be reported promptly.
Use of the Online Well Permit Management Account (OWPMA, formerly known as Epay) constitutes permission for the District to return documents and correspondence regarding that application via email to the address provided by the contractor.
The District reserves the right to refuse processing of poor quality or illegible facsimile [or scanned] transmittals.
Receipt of an application and/or payment does not constitute issuance of a permit. A permit is not issued until the signed permit document with a permit number assigned is received by the contractor. While staff strives to issue permits as quickly as possible, the District has up to 14 days to act on any well permit application.
The District works with contractors to make access to the system as easy as possible. However, the District is not responsible for guaranteeing compatibility of a contractor’s computer system when using the OWPMA system. It is the responsibility of the contractor/user to adjust and maintain their computer system in a manner that allows access to and use of the District’s epay system.
Water well permit applications may be sent via email to or via facsimile transmittal (fax). Applications for wells that meet any of the following criteria shall be sent only to the District Headquarters Office in Midway:
- Public Supply or Limited Public Supply Use
- Located in an area delineated under the 62-524, F.A.C. program
- Casing diameter of six inches or greater
- Require an Individual Water Use Permit
- Have an associated request for exemption from the well construction rule (40A-3, F.A.C.)
- Injection wells—Class V (heat pump return) or remediation injection
Applications for wells not meeting any of these criteria can be sent to any one of the following District offices:

When an application is faxed to the District, it will be entered into the database by staff. If the fax is poor quality, staff may be unable to process the application. Once the application information is entered, an email notification will be sent to you (the contractor) stating that you have items awaiting payment.
The first time you log into your account using your District assigned password, you will be asked to change your password to something of your choice. You will then be able to select the applications that you will pay for and complete the transaction.
Once your payment has been verified by the District, and the permit has been issued, a scanned image of the signed permit document will be emailed back to you. To be in compliance with District rules, this document must be available on-site when work is being performed.
